# Manage who can create user tokens

> [!NOTE]
> Note: This feature is inactive on user level, if that specific user is an account/realm admin.

Realm and account admins can specify which users can create user tokens.

1. Go to the **Permissions** page in the Admin console. ([Learn how to access the Admin console](/v1/docs/access-the-account-summary-page).)
2. In the **User tokens** section of the page, choose one of the two options:
  - **All users can****create****user tokens**
  - **Specific users can****create****user tokens**
3. If you choose **Specific users can****create****user tokens**, [add specific users, groups, or email domain groups to the Permitted users and groups table](/v1/docs/managing-who-can-build-pipelines) at the end of the page.
4. Turn on the toggle in the **Create****user tokens** column to allow them to create user tokens.
