Note: This feature is inactive on user level, if that specific user is an account/realm admin.
Realm and account admins can specify which users can create user tokens.
Go to the Permissions page in the Admin console. (Learn how to access the Admin console.)
In the User tokens section of the page, choose one of the two options:
All users can create user tokens
Specific users can create user tokens
If you choose Specific users can create user tokens, add specific users, groups, or email domain groups to the Permitted users and groups table at the end of the page.
Turn on the toggle in the Create user tokens column to allow them to create user tokens.
